According to reports, since 2015, China's photovoltaic industry has continued to recover. From January to September, China's polysilicon output reached 107000 tons, an increase of 9.1% year-on-year, and the output of battery components reached 31GW, an increase of 32% year-on-year. The newly added grid connected photovoltaic installed capacity was about 10.5GW, with an accumulated installed capacity of more than 38GW. China's 18 polysilicon enterprises have achieved full production, and the average gross margin of the top 10 module enterprises has exceeded 15%.
At the same time, he said that while the production and operation of the industry are getting better, the development of the photovoltaic industry still faces the following problems: first, the industrial structure still needs to be optimized, the concentration of industries such as batteries and components needs to be further improved; second, the investment in technology research and development is insufficient, the technical route is single, the new technology and new product reserves are insufficient; third, the industry is facing financing difficulties, the debt burden of enterprises is heavy, and the bank The phenomenon that banks are reluctant to lend and limited to lend is common, and the financing cost of enterprises is high. Fourth, the system and mechanism of grid connection of photovoltaic power generation and electricity price subsidy still need to be further studied and improved to straighten out the application end problems.
In order to solve the above problems, the Ministry of industry and information technology will focus on the following work: first, continue to implement the photovoltaic manufacturing industry specifications and conditions, promote the industry specifications and power station construction, subsidies, credit extension, export tax rebate and other work to strengthen collaborative linkage; second, implement the opinions on further optimizing the market environment of photovoltaic enterprise merger and reorganization, guide and To promote the voluntary merger and reorganization of photovoltaic enterprises and enhance the industrial concentration; third, to continue to support photovoltaic enterprises to carry out key process technology innovation and forward-looking basic research and improve the core competitiveness of the industry. Fourth, we will work with relevant departments to continue to improve the construction of supporting systems for industrial development, strengthen the construction of standards, testing and certification systems, optimize the grid connection of photovoltaic power generation and electricity price subsidy mechanism, break the division of domestic photovoltaic market and local protectionism, deal with international trade disputes, and strengthen international industrial cooperation.
